Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in strong support of H.R. 4348, led by my colleagues, the gentleman from New Jersey (Mr. Smith) and the gentleman from Texas (Mr. Doggett), which authorizes the national and regional centers for excellence in vector-borne disease in the CDC's cooperative agreements with health departments in high-risk areas for vector-borne diseases. Vectors like mosquitoes, ticks, and fleas carry dangerous diseases, and vector-borne diseases can happen to anyone. They can have debilitating effects. Preventing these diseases is a bipartisan issue that I hope we all can support. In addition to thanking the bill's sponsors for their leadership in advancing the efforts to reduce the alarming threat of vector-borne disease, I also thank the administration for their support of this bill and for their commitment to the American people by combating Lyme disease, which affects almost half a million Americans annually. I encourage my colleagues to support this bill, and I reserve the balance of my time.

FDA Modernization Act 3.0

Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise today in strong support of H.R. 2821, led by my colleagues Representative Carter of Georgia and Representative Barragan, which requires the Secretary of HHS to publish rules amending certain regulations by replacing references to ``animal'' tests, data, studies, models, and research with the broader term ``nonclinical'' tests, data, studies, models, and research. Biomedical research typically utilizes animal models to explore biological processes, analyze diseases, and explore potential therapies. However, given the concerns and scientific limitations of animal testing, researchers have increasingly turned to new approach methodologies to evaluate drugs when scientifically justified. The scientific community has worked diligently to balance animal welfare concerns and the value of animal tests and research. I am pleased with the progress to date and look forward to seeing continued evidence-driven advancements in this space. I commend the administration for their work to phase out animal testing where it is scientifically appropriate and for achieving the key goals in the first year of implementing the roadmap to reducing animal testing in preclinical safety studies. Mr. Speaker, I appreciate my colleague from Georgia for putting this bill forward, and I reserve the balance of my time.

Destruction of Hazardous Imports Act

“I support this bill too. I want you to be scared of dangerous imports. I want you to support giving the government more power to destroy things. I'm using scary words too. I want to say my friends are doing a good thing to bring this bill. That is good for me and my party.”

Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I really appreciate my friends from Louisiana, both of them, for bringing this forward. This is important. Think about what we are talking about here. Contaminated seafood, illicit drugs, and all of these other things are getting stopped at a port of entry, but FDA has no authority to destroy them. As my friend from New Jersey said, they get returned and come in through another port. As good as our people are at our ports of entry, if you keep sending the same thing through over and over, eventually it is going to get through. It makes no sense not to allow the FDA to destroy these products. Mr. Speaker, I support this bill, and I reserve the balance of my time.

Sunshine Protection Act of 2025

Mr. Speaker, I appreciate my friend from Florida yielding. It is fun today because I have my friend from Florida controlling time. I have another friend from Florida (Mr. Soto) speaking for the bill, and we have the sponsor from Florida. I will say also to the American people, Mr. Speaker, through you, that a very famous resident of Florida mentioned this to me in the Oval Office a few weeks ago, so I know there is strong support. It is actually called the Sunshine Protection Act, and the reason is people like the longer daylight hours. They like daylight even in the wintertime. I live on the very eastern end of central time. My district is split almost down the middle. I represent people who are on the very western end of eastern time, and I live on the very eastern end of central time. It does get dark at approximately 4:30 in the afternoon where I live. People want more time, and they want more daylight. The thing is that they just don't want to have to change their clocks. As my friend from New Jersey talked about, in 1974, we did vote to change. It was because of the energy crisis going on when I was a kid. They changed it in the middle of winter. It created all kinds of disturbance. What we have done with this bill is let people know ahead of time, you are not going to have to change your clock. We have General Assemblies that can lock in which time they want. We all know that Arizona and Hawaii stay on standard time. They will stay on standard time if their General Assembly so chooses. Any other State has the opportunity, whether they are in session or not. There is always a provision. I know in Kentucky they are not in session, but there is a provision that if Kentucky wants to stay on standard time, the Governor can call them into session and do so. I don't think they are going to do that. We have given States flexibility, but we have given our country consistency. I really appreciate the gentleman from Florida (Mr. Buchanan) for working hard on this bill. I believe it is the right time to do it, so I encourage my colleagues to support H.R. 139, the Sunshine Protection Act, and I believe it will be good for the American people.
