“I placed a hold on this promotion because I thought Vincent J. Noble was involved in killing 19 civilians. I got that from a 2007 New York Times article. But the Department of Defense says that's wrong. There was an investigation in 2008 and they didn't find any wrongdoing. Also, Noble did falsify military records. He pleaded guilty. The Marine Forces Central Command dealt with it. Now I'm lifting my hold. I hope Noble is a better colonel than he was before.”
