“I want the Senate to pass this bill right now. The president used executive orders to label two-thirds of all federal workers as national security staff without explaining why. This wrongly stripped union rights from entire agencies, including the Treasury, the FDA, and the FCC. The House already passed this bill with support from both parties.”
Official Congressional Record

Mr. President, the way the President has formed these Executive orders under national security reasons--and I understand narrowly tailored national security exemptions might make sense, but the Trump administration is not doing this in good faith. Matter of fact, the President has inappropriately classified literally two-thirds of the Federal workforce as having national security missions without any explanation whatsoever. So the Executive orders reclassify the entire Departments and Agencies, for example, the whole Department of Treasury, the whole Food and Drug Administration, the FCC, stripping these employees of their rights. So I urge my colleagues to join us in passing the Protect America’s Workforce Act. As I mentioned to my colleague, this has already passed by a large margin bipartisan in the Republican-controlled House. So let’s stand up for these vital, dedicated workers, protect longstanding labor protections and the integrity of the civil service. Mr. President, notwithstanding rule XXII, I ask unanimous consent that the Senate proceed to the immediate consideration of H.R. 2550, which is at the desk; further, that the bill be considered read a third time and passed, and the motion to reconsider be considered made and laid upon the table.
