“I support most of this bill, but I oppose cutting benefits for disabled veterans. I am asking the Veterans' Affairs Committee chairman if he supports a rule that would cut those benefits.”
“Mr. President, for all the reasons that I have stated, this bill has all the right measures that I can support except taking away benefits in the expectation that the VA Secretary is going to promulgate a rule that has been beaten back in a prior administration, that we should be united in opposing. Let me ask my colleague, the chairman of the VA Committee: Will you support the VA Secretary in proposing this rule that would, in effect, cut benefits for disabled veterans?”
